摘要:
标准体系是城市轨道交通反恐防暴标准化工作的顶层设计。《国务院办公厅关于保障城市轨道交通安全运行的意见》(国办发［2018］13号)明确提出，要建立健全以防范处置和设备配备为重点的城市轨道交通反恐防暴标准体系。梳理了当前我国城市轨道交通反恐防暴相关文件和标准，提出了构建城市轨道交通反恐防暴标准体系框架的依据、基本原则和建设路径，建立了类型维、层级维、性质维和流程维的四维结构模型，构建了以流程维为主的包括预防、预警、处置及恢复4个子体系的标准体系框架，为完善我国城市轨道交通反恐防暴标准体系建设提供参考。
Abstracts:
Standard system is the top\|level design of anti\|terrorism and anti\|riot standardization work in urban rail transit. The “Opinions of the General Office of the State Council on Ensuring the Safe Operation of Urban Rail Transit” (GBF \[2018\] No.13) has clearly pointed out that it is necessary to build and improve urban rail transit anti\|terrorism and anti\|riot standard system by focusing on the prevention, disposal and equipment allocation. Through combing the relevant national documents and standards of urban rail transit anti\|terrorism and anti\|riot work in China, the “Opinion” proposes the reference, basic principle and construction paths for establishing the framework of urban rail transit anti\|terrorism and anti\|riot standard system, establishes a four dimensional structure model referring to “type dimension”, “hierarchy dimension”, “properties dimension” and “process dimensions”, forms a standard system framework centering process dimensions including four sub\|systems including prevention, early warning, disposal and recovery. This research provides reference for improving the construction of urban rail transit anti\|terrorism and anti\|riot standard system in China.
