摘要:
                    [目的] 上海市域铁路工程建设规模大、战线长、任务紧、风险高,因此有必要对其应急抢险体系开展探索与实践。 [方法] 基于机场联络线工程实践,构建“抢险基地-应急抢险点-施工现场”三级支撑体系,首创1 h覆盖流动应急抢险点布局模式,融合应急抢险平台信息化调度手段,形成“资源共建共享、响应快速联动”的协同机制。 [结果及结论] 与传统应急体系相比,上海市域铁路工程应急抢险体系实现风险治理从“被动响应”到“主动预防”的转变,可为同类工程提供可复制的应急管理范式。
                    Abstracts:
                    [Objective] The construction of Shanghai city railway projects is characterized by large scale, long period, tight schedules, and high risks. Therefore, it is essential to carry out exploration and practical analysis of the emergency rescue system for these projects. [Method] Based on the engineering practice of Shanghai Suburban Railway Airport Link Line, a three-level support system comprising of "rescue base - emergency rescue point - construction site" is established. A layout model of mobile emergency rescue points within one-hour coverage is innovatively developed. By integrating an information-based dispatching platform for emergency rescue, a collaborative mechanism featuring "co-establishing shared resources and rapid coordinated response" is formed. [Result  Conclusion] Compared with traditional emergency systems, the proposed emergency rescue system for Shanghai city railway projects enables a shift in risk management from "passive response" to "proactive prevention", offering a replicable emergency management model for similar projects.
