摘要:
［目的］规划建设都市圈是贯彻落实新时代区域协调发展战略和新型城镇化战略的必然要求，构建以深圳为中心的多层次、一体化都市圈轨道交通系统是建设现代化都市圈的重要抓手。［方法］基于深圳都市圈轨道交通发展现状分析，明确都市圈轨道交通发展面临功能层次不完善、技术标准与需求不匹配、缺乏跨区域协同推进机制等主要问题，分析深圳都市圈发展趋势和特征，提出都市圈轨道交通发展要求，明确推进都市圈轨道交通规划建设需重点解决功能层次与技术标准、网络布局与需求匹配、投融资模式、协同推进体制机制等关键问题。［结果及结论］以高水平规划、高品质服务、高质量投资为目标，提出了深圳都市圈轨道交通功能层次与规划标准、网络融合、跨市轨道交通协同长效机制等措施方案，促进深圳都市圈轨道交通高质量发展。
Abstracts:
［Objective］ The planning and construction of metropolitan area is an inevitable requirement for implementing the coordinated regional development strategy and new urbanization strategy in the new era. Establishing a multi-level, integrated metropolitan rail transit system centered on Shenzhen is an important means to build a modern metropolitan area. ［Method］ Based on an analysis of current development status of rail transit in Shenzhen metropolitan area, it is clarified that the main problems faced are imperfect functional levels, a mismatch between technical standards and demands, and the missing of inter-regional collaborative promotion mechanism. The development trend and characteristics of Shenzhen metropolitan area are analyzed, and the requirements for the development of rail transit in the metropolitan area are proposed. It is clarified that the key issues that need to be addressed in promoting the planning and construction of rail transit in the metropolitan area are the functional levels and technical standards, the matching of network layout and demand, the investment and financing models, and the coordinated promotion system and mechanism. ［Result & Conclusion］ Aiming at high-level planning, high-quality service and high-quality investment, measures such as the functional level and planning standards of the Shenzhen metropolitan area rail transit, network integration, and long-term mechanisms for cross-city rail coordination are proposed to promote the high-quality development of the Shenzhen metropolitan area rail transit.
