习近平总书记11月19日在北京出席第三次“一带一路”建设座谈会并发表重要讲话强调,要以高标准、可持续、惠民生为目标,继续推动共建“一带一路”高质量发展。总书记要求有关部门要把共建“一带一路”工作纳人重要议事日程,地方要找准参与共建“一带一路”定位。

自我国提出“一带一路”倡议8年来,共建“一带一路”由蓝图变为现实,取得丰硕成果。我国与“一带一路”沿线国家贸易额累计超过9.2万亿美元,重大合作项目顺利推进,从基础设施“硬联通”到规则标准“软联通”,再到人民“心联通”,“一带一路”发展质量不断提高。共建“一带一路”已成为当今世界深受欢迎的国际公共产品和国际合作平台。截至2021年11月,我国已与140个国家、32个国际组织签署200多份共建“一带一路"合作文件。

在共建“一带一路”过程中,要完善陆、海、天.网“四位一体”互联互通布局,就要加快完善各具特色、互为补充,畅通安全的陆上通道,优化海上布局,为畅通国内国际双循环提供有力支撑。在此过程中轨道交通发挥着举足轻重的关键作用。例如,作为战略通道的中欧班列,在整个疫情期间逆势上扬,列车数、货运量屡创新高,2021年1月至10月,中欧班列开行12605列,运送货物121.6万标准箱,同比分别增长26%和33%;开行列数和运量均超2020年全年总量。又如,作为中国与老挝共建"一带一路”的重要成果,通向东南亚的钢铁大通道中老铁路,已于2021年12月3日全线通车。

中国轨道交通车辆专业的发展,可以追溯到1921年,历经百年。这也正是同济大学铁道与城市轨道交通研究院(以下简称“同济轨交院”)的历史起点。站在新的历史交汇点上,同济轨交院与同济大学磁浮交通工程技术研究中心(以下简称“磁浮中心")党委以务实的态度认真学习贯彻习近平总书记的重要讲话精神,加强横向协同、上下联动,积极培育新增长点,聚焦新发力点。

 同济轨交院拥有本、硕、博贯通的人才培养体系,负责车辆工程本科教学,培养车辆工程,载运工具运用工程、交通运输工程等专业方向的硕士与博士研究生,为国家高速铁路、城市轨道交通等领域培养车辆系统与装备技术的高端专门人才,并已纳入大交通国家“双一流”学科建设和上海市高峰高原学科建设,可以为推动共建“一带一路”高质量发展提供人才支撑和技术方案。

同济轨交院建有国内高校唯一的轨道交通综合试验系统等科研平台,主办《城市轨道交通研究》学术期刊,与企业联合建设上海市轨道交通工程技术研究中心。磁浮中心是目前国内唯一的国家级磁浮交通工程技术研究中心,承担磁浮交通核心与前沿技术研究、磁浮交通系统工程化应用、技术标准制定等工作。建有国际最完整的高﹑中低速磁浮综合试验线。

2020年和2021年,同济轨交院和磁浮中心新增申请并获批国家铁路局磁浮技术铁路行业重点实验室、上海市多网多模式轨道交通协同创新中心、全国铁路科普实践教育基地,为进一步形成轨道交通与磁浮交通特色研究方向奠定了基础。同济轨交院与磁浮中心在“十三五”期间联合中车公司完成了时速600 km的高速磁浮样车的功能性试验。

同济大学轨交院与磁浮中心聚焦先进轨道交通装备技术、磁浮交通技术系统工程两大领域,并在悬浮导向与控制、制动与安全,动力学与振动噪声等研究方向上特色鲜明,持续领先。今后将进一步强化与中国中车等行业龙头企业的深度合作,开展基础性科学问题和共性关键技术研究,加大科技成果的转移和转化,为国家经济高质量发展,为共建“一带一路”贡献同济力量。力争在新型轨道系统、高速磁浮技术方向上达到国内一流、国际领先水平。

习近平总书记的讲话向世界表明了我国通过共建“一带一路”,推动疫后全球经济复苏和构建人类命运共同体的大国担当。面向未来,同济轨交院与磁浮中心党委一定要把准轨道交通未来发展方向,紧跟世界轨道交通工业科技水平,为民族复兴培养更多高层次人才,为国家交通强国建设和共建“一带一路”做出更大贡献。

General Secretary Xi Jimping called for joint efforts to continue promoting the high-quality development of 'Belt and Road'co-operation while addressing the third symposium on the development of 'Belt and Road' Iniative ( BRI) in Beijing on Nov l9, ai-ming for high-tandard , sustainable and people-centered progress. General Secretary emphasized on associated departments incorpo-rating'Belt and Road’cooperation into imiportant agenia items , and local governiments should allocate themselves in the participa-tion of the cooperation.

In the past 8 years since BRI was brought about,'Belt and Road’cooperation has come to live from blueprints , gaining fruirfulachievemenis. The accumulated trade volume between China and countries along 'Belt and Road’has excedied 9.2 trillion dollars.Major cooperation projects are advancing smoothly.From ‘kard-connectivity 'ras infrastructure to ‘ soft-comnectivity’as regulationsand standards,until ‘heart-comnectivity' between people , the development quality of BRI is clevating as welI.  Beit and Road’cor-poration has won wam welcome as an internationai public product and intemational cooperation platform.Until November 2021,Chi-na has signed more than 200 copies of 'Belt and Road'cooperation documents with l40 countries and 32 international organizations.

In the process of jointly building'Belt and Road' , to complete interoperation layout of ‘ four-dimensional comectivity'ofland,sea , air and internet ,means to complete the express and safe land passages that have features respectively while complemen-ting one amnother , and to optimize sea deployment, providing affimative support for directing domestic-international dual circulation.Rail transit yields profound support in this process. For example, as the strategic passage, China-Europe Railway Express has risenagainst the downtum trend during the pandemic,marking new high records of operated rides and freight volume. From January toOetober in 2021,China-Europe Railway Express has operated l2 605 rides, and has delivered 1.2l6 million standard boxes , seeingyear-on-year growth of 26% and 33% respectively、Both operated rides and transportation volume have exceeded the total amount in2020. In another example , as an important achievement of jointly buikding 'Belt and Road' between China and Laos , the steel pas-sage China-Laos Railway connecting south-east Asia has launched the full line for operation on Dec 3,2021.

The development of China rail transit vehicle profession can trace back to 1921 , through a cenltury , which is also the historicalstarting point of Tongji University Institute of Rail Transit (IRT). At this new historical intersection, the Tongi University IRT andTongiUniversity National Maglev'Transportation Engineering R&D Center (NMTC) party committe is studlying and implementingthe spirit from the important spech of Gieneral Secretar Xi with a grounded and diligent attitude,strengthening lateral collbora-tion,up-down linkage , proactively culivating new growth points and focusing on new power burst points.

Tongi lRT posscsses the talent cultivating system of ' the integration of bachelo 's , master 's and doctoral derees' , in chearge ofvehicle engineering undergraduate education , cultivating gradiuates and PFhD students in professions including vehicle engineering , vehi-cle operation engineering, communication and transportation engineering. High-end professionals are trained here for vehicle systemand equipment fechnology in national high-speed railway , urban rail transit fields.Being enrolled in the construction of ‘Double First.Class’academic discipline construction of national transportation power and Shanghai ‘High Education First Class Discipline’con-struction, IRT contributes talents and technical plans in support of high-quality development of ‘Belt and Road’cooperation.

Tongji IRT establishes the only domestic university scientific research platform for rail transit comprehensive experiment system, issuing academic joumal of Urban Mass Transit, and building Shanghai rail transit engineering technology research center in joint efort with enterprises. NMTC is the only national level maglev transportation engineering technology research center in China, affording the responsibility of research on maglev transportation core and advanced technology, engineering application of maglev transportation system, formulation of technical standards , having built the most complete comprehensive testing line of high, medium and low speed maglev in the world.

In 2020 and 2021, Tongji IRT and NMTC has newly applied and received approval of maglev technology railway industry key laboratory, Shanghai multi network multi- mode rail transit collaboration innovation center, national railway science education base from National Railway Administration, building foundation for further formulating rail transit and maglev transportation research specialized direction. Tongji IRT and NMTC has completed functionality experiment of high. speed maglev sample vehicle at 600 km/h during 13th Five- Year Plan, in corporation with CRRC Corporation.

Tongji University NMTC focuses on two major fields of advanced rail transit equipment technology and maglev transportation technology system engineering, producing featured and steadily leading research on the direction including maglev guidance and control, brake and safety, dynamics and vibration noises. Deep collaboration with industry head enterprises including CRRC will be further strengthened,extending research on basic science issues and common key technology, accelerating the trans fer and transform of technological results ,contributing the Tongji power for national economy high-quality development and joint construction of‘Belt and Road' 。Achieving domestic first-class and intemational leading level in the direction of new rail system, high-speed maglev technology will be continuously strived for.

Through the speech, General Secretary Xi has showed the world how China is taking the responsibility as a big country through jointly building' Belt and Road ' , promoting world economy recovery after the pandemic and constructing a community with a shared future for mankind. Looking at the future, the Party Committee of Tongji IRT and NMTC must get in hold of accurate development direction of rail transit, following up the world class of rail transit industry technology, cultivating more high-level talents for the revival of China power, and working on more contribution to the national transportation power and ‘Belt and Road’cooperation.
