摘要:
中国要成为世界城市轨道交通的强国,相关标准国际化是重要的方向。 分析对比了现行国家标准《城市轨道交通客运服务》和国际主流客运服务标准规范的目标、原则、方法和内容,认为我国现行标准存在服务质量视角、定义、质量框架、质量改进方法、质量评价准则的差距;缺少乘客运输能力、乘客评价服务质量、乘客权利、残疾人服务权利和监管方面的内容。 提出标准的国际化主要内容和目标包括服务质量准则、服务承诺和满意度、城市轨道交通的“公共”属性、监管和决策的需要等。
Abstracts:
In order to become a powerful country of urban rail transit in the world,the internationalization of relevant standards is an important direction. The objectives,principles,methods and contents of the Chinese National Standard“Urban Rail Transit Passenger Transport Service” and the international mainstream passenger service standards are compared and analyzed. It is derived that there is a gap in service quality perspective,definition, quality framework, quality improvement method and quality criteria;lack of passenger transport capacity,passenger evaluation of service quality,passenger rights,disabled persons′ service rights and supervision. The main contents and objectives of the Chinese standard internationalization include: service quality criteria,service commitment and satisfaction,the“publicity”attribute of urban rail transit,necessity of supervision and decision-making and more.
