摘要:
为定量描述地铁重大公共安全风险,提高风险管理水平,统计了近年来全球范围内发生在地铁区域的重大公共安全事件,并从袭击方式、事发时间和事发部位三个维度分析了事件的特征。构建了地铁重大公共安全风险评估指标体系,并以风险减缓因子指标为例,运用层次分析法得出各级指标的权重值。结果表明,安全操作规程、安全检查、应急响应能力在防范地铁重大公共安全风险中作用突出;指标体系符合实际,能够客观评价地铁面临的总体风险。
Abstracts:
In order to quantitatively describe major public safety risks in metro and to elevate risk management level, major public safety incidents that have occurred in metro areas in recent years worldwide are counted, and characteristics of the incidents are analyzed from three dimensions: attack format, the time of incident, and the location of incident. Major public safety risk assessment indicator system for metro is constructed, and with the risk mitigation factor indicator as an example, the weight value of indicators at each level is obtained using the AHP (analytic hierarchy process). The results show that safe operation procedure, safety inspections and emergency response capabilities contribute prominently in preventing major public safety risks in metro. The indicator system is practical and is capable of objectively evaluating the overall risks faced in metro.
