TOD（交通引导发展）模式已成为当前城市发展的重要举措。国内各大地铁城市均在积极探索适合自身发展的TOD模式。通过总结杭州在TOD发展方面的经验，提出按照城市轨道交通线网规划、建设规划、线路工可编制与综合开发同步规划的原则，梳理沿线用地，统筹编制综合开发专项规划，开展TOD项目一体化城市设计。按区域、功能定位等不同，将TOD分级、分圈层规划，合理确定容积率指标，推动产城融合、职住平衡，实现杭州市轨道交通TOD综合开发水平进一步提升。结合五常天空之城项目探索了TOD项目具体实施路径。
Abstracts:
TOD (transit-oriented development) mode has become an important measure in urbanization. Major metro cities in China are actively exploring TOD approach suitable in their own context. By summarizing Hangzhou experience in TOD implementation, the principle of simultaneous planning is put forward, including aspects of urban rail transit line network plan, construction plan, transit line feasibility study and integrated development, in order to sort out land use along transit lines and to comprehensively compile integrated development specific planning and to carry out TOD integrated urban design projects. According to the diversification among regions and functional positioning, TOD is planned by levels and by circles to reasonably identify the FAR (floor area ratio) index, promoting the integration of industry and city and the balance of living and working, further elevating the comprehensive development level of TOD in Hangzhou. Taking Wuchang Sky City project as background, specific implementation path of TOD projects is explored.
