摘要:

从项目社会资本方资质、政策环境、项目运营风险等多因素考虑，对比分析了城市轨道交通政府和社会资本合作项目的整体委托、专业分包和团队外委等委托运营模式。考虑到项目公司与运营商之间的信息不对称性，简要分析了委托运营过程中双方的利益冲突及风险分担。以大连地铁5号线为例，提出了适合的委托运营模式和管理建议。

Abstracts:

From factors including the qualifications of social capital party, policy environment, operational risks, the delegated operation and management modes of urban rail transit PPP projects, such as overall delegation mode, professional subcontracting mode, and team dispatching mode are comparatively analyzed. Considering the asymmetric information between the project company and the operator, the interest conflicts and risk sharing between the two parties are introduced. Taking Dalian Metro Line 5 as an example, suitable delegated operation and management mode and insights are put forward.
