摘要:
目的:城市轨道交通逐步形成线网规模后,城市轨道交通安全保护区(以下简称“保护区”)施工作业对城市轨道交通结构及设施的影响呈现出复杂化、多元化的趋势。目前的保护区施工作业管理体系存在各管理环节衔接不畅、体系运转低效等问题,需研究建立保护区施工作业动态管理体系。方法:该体系构建了“巡查审查监护”3种管理机制紧密结合的保护区动态管理体系;提出这3种机制参与体系运转的基本要求,即构建高频次、全覆盖的巡查机制,高效率、分类分级的审查机制,以及全过程、动态的监护机制;针对不同的施工作业提出了与之匹配的管理流程:小规模施工作业可快速审查,常规项目应在技术方案、专家论证和结构监测等方面进行分级审查;违规作业应高效处置,并与审查机制动态衔接;钻探等特种作业应通过建立监管云平台,以规避施工风险,实现管控前置和精准预判。结果及结论:保护区施工作业动态管理体系应具备动态响应、联合处置、灵活高效的功能属性,采用信息化手段完善保护区施工作业的动态管理是非常必要的。
Abstracts:
Objective: After the gradual formation of urban rail transit line network scale, the construction work in the urban rail transit safety protection area (hereinafter referred to as ′protection area′) shows a trend of complexity and diversification in its impact on urban rail transit structure and facilities. The current construction operation management system of the protection area has problems such as poor linkage of various management joints and low system efficiency, therefore the establishment of a dynamic management system of construction work in ′protection area′ should be studied. Method: A dynamic management system of protection area with closely integrated ′inspectionreviewguardianship′ mechanism is constructed; the basic requirements for these three mechanisms engaging in operation are proposed, including a highfrequency fullcoverage inspection mechanism, a highefficiency classifiedgraded review mechanism, and a wholeprocess dynamic guardianship mechanism; the matching management process for different construction works are proposed: smallscale construction work can be quickly reviewed, while graded review should be carried out on regular projects from aspects including technical solutions, expert demonstration and structural monitoring; noncompliance operations should be efficiently disposed of and dynamically joined with review mechanism; special operations such as drilling should be regulated through the establishment of a supervisory cloud platform to avoid construction risks and achieve advanced control and accurate prediction. Result & Conclusion: The dynamic management system of construction work in protection area should have the functional attributes of dynamic response, joint disposal, flexibility and efficiency, and it is very necessary to adopt information technology to improve the dynamic management of construction work in ′protection area′.
