Planning Control Standards and Management Requirements for Chengdu Rail Transit

摘要:
目的:为保障城市轨道交通建设用地条件,促进城市轨道交通与城市功能的互动融合,需研究城市轨道交通规划控制标准和管控要求。方法:通过系统梳理相关国家技术标准和地方管理技术规定对城市轨道交通规划控制的要求和做法,明确了城市轨道交通规划控制区和安全保护区的概念内涵,探索了规划控制区划定标准。以做好城市轨道交通用地预控为出发点,重点考虑城市轨道交通结构的宽度、预留调整空间和噪声、振动影响范围等3大因素,针对线网规划和建设规划中不同的编制深度,提出了成都市城市轨道交通规划控制标准和管控要求。结果及结论:成都市基于城市规划管理体系,经深入研究提出采用“规划控制区”进行科学管控,在既能有效保障城市轨道交通建设用地条件的同时,又能合理降低对沿线用地开发建设的影响。
Abstracts:
Objective: To ensure the landuse conditions for urban rail transit construction and promote the interactive integration of urban rail transit and city functionality, it is essential to study the planning control standards and management requirements for urban rail transit. Method: By systematically reviewing relevant national technical standards and local management technical regulations regarding the requirements and practices of planning control for urban rail transit, the conceptual connotations of urban rail transit planning control zones and safety protection zones are clarified, and the criteria for delineating planning control zones are explored. Taking the precontrol of urban rail transit land as the starting point, three major factors are considered: the width of urban rail transit structures, reserved adjustment space and noise, and the scope of vibration impact. Taking into account different compilation depths in line network planning and construction planning, planning control standards and management requirements for urban rail transit in Chengdu is proposed. Result & Conclusion: Based on the urban planning management system, Chengdu City proposes a scientific management approach using ′planning control zone′ after indepth research, which effectively ensures landuse conditions for urban rail transit construction while reasonably minimizing the impact on land development and construction along the line.
