摘要:
目的：为探索重大枢纽片区高质量发展路径，结合片区同时建设枢纽、发展产业和建设城市等目标要求，有必要从产业、枢纽、城市融合发展角度开展研究，探讨三者融合发展操作路径。方法：以产业规划、枢纽交通规划、国土空间规划等规划体系为基础，结合产城融合、站城一体、交通与产业融合等相关理论成果及具体工程经验，以深圳市西丽综合交通枢纽及高铁新城为例，探讨了在重大交通枢纽片区的产业、枢纽、城市一体化发展的可能性、必要性和实施策略。提出了产站城一体化发展理念，并剖析了产站城一体化发展的内涵及内部各要素相互作用的机理。结果及结论：针对产站城3个要素相吸及互斥关系、产站城一体化的成功存在一定偶然性等问题，从具体工程实践层面，探索了从政府层面构建市、区两级统筹协调机制；从市场角度，探索了构建运营前置的全过程服务机制和市场化投融资方式等产站城一体化的关键举措。
Abstracts:
Objective: To explore a path for the highquality development of major hub areas and meet goals such as simultaneously constructing hubs, developing industries, and building cities, it is necessary to conduct research from the perspective of industry, hub station, and city integrated development, and to discuss pathways for implementation.Method: Based on planning systems such as industrial planning, hub transportation planning, and national landuse spatial planning, combined with related theoretical achievements and practical experiences related to industrycity integration, stationcity integration, and transportationindustry integration, Shenzhen Xili Comprehensive Transportation Hub and Highspeed Railway New City are taken as example to explore the possibility, necessity, and implementation strategies for the integrated development of industry, hub station, and city in major transportation hub areas. The concept of industrystationcity integrated development is proposed. The connotation and the interactive mechanism of each internal element are analyzed.Result and Conclusion: Addressing issues such as the mutual attraction and exclusion of the three elements of IndustryStationCity, and the occasional nature of successful integrated development, specific measures are explored from the perspective of governmentlevel coordination, including establishing a coordination mechanism between municipal and district levels. From a market perspective, key initiatives for integrated development, such as constructing a preoperational endtoend service mechanism and marketoriented investment and financing methods, are explored through practical engineering practices.
