目的:河谷带型城市交通拥堵问题日益严重,发展大中运量的城市轨道交通是缓解河谷带型城市交通问题和支撑、引领城市发展的不二选择。为做好城市轨道交通线网预控,特研究河谷带型城市轨道交通线网优化策略。方法:以典型河谷带型城市西宁市为例,结合西宁市国土空间总体规划,分析了西宁市河谷带型城市空间结构变化、高密度人口岗位布局以及城市川谷客流强度高、道路空间资源稀缺、出行距离长、机动化比例高等发展特征。对西宁市2014年版城市轨道交通线网规划进行评估,通过建立模型对西宁未来交通发展模式和客流走廊进行分析。结果及结论:提出了河谷带型城市应通过设置越行站以提升联系时效,同时应加密线路、强化河谷轨道交通线覆盖,优化交通接驳设施布局方案,扩大腹地范围,千方百计地提高轨道交通线沿线的人口岗位覆盖,并做好“十”字中心轨道交通换乘站的换乘空间预留。面向分期实施的轨道交通线网支撑的“十”字中心地区,须预控线网重组的可能性;建议轨道交通线的批复单位,需重视客流指标而非人口经济指标,针对河谷带型城市的轨道审批政策应当有适当的灵活性。
Abstracts:
Objective: The increasing traffic congestion in RVB (river valley bandshaped) urban areas highlights the urgent need for developing largemedium capacity URT (urban rail transit) systems. URT serves as an indispensable choice to alleviate transportation challenges and support and guide urban development. It is aimed to formulate optimization strategies for URT line networks in RVB cities for effective URT line network precontrol. Method: Taking the typical RVB city of Xining as example and aligning with the overall landuse planning of Xining, the changes in the urban spatial structure of RVB cities, job distribution for highdensity population, and specific development characteristics such as high passenger flow intensity in urban river valley area, scarce road space resources, long travel distances, and high motorization ratios are analyzed. The 2014 version of Xining urban rail transit line network planning is evaluated and the future traffic development modes and passenger flow corridors are analyzed through modeling. Result & Conclusion: It is proposed that RVB cities should enhance connectivity timeliness by introducing overtaking stations, densifying lines, strengthening rail transit coverage in river valley area, optimizing layout scheme of transportation connection facilities, expanding the heartland, and strategically increasing population and job coverage along rail transit lines. Additionally, it is recommended to reserve connection space at the ′cross′shaped central rail transit interchange stations. For phased implementation, and the possibility of line network restructuring in the ′cross′shaped central area supported by transit lines should be precontrolled. It is suggested that the URT approving authorities for rail transit lines should prioritize passenger flow indicators over population and economic indicators, and policy flexibility in rail transit approval policies for RVB cities should be appropriately considered.
