Abstract: To test the metro response capacity for emergent public security events such as violent terrorist crimes and individual extreme violent crimes, an emergency response capacity evaluation method based on scenario construction technology is developed. The evaluation index system, index scoring method and evaluation grade of the response capacity are determined according to the method of scenario construction. Taking a metro station as an example, the evaluation of emergency response capacity is carried out. The evaluation results are recognized by the relevant functional departments and operating units of the government. The evaluation system and method are practical and feasible.
