Abstract:
Objective: To delve into the operational management model of cross\|regional urban rail transit, and to explore the advantages and shortcomings of urban rail transit in the process of cross\|regional operation, management, and regulation, it is necessary to study methods of enhancing the operational management level of urban rail transit. Method: Focusing on the Huqiao section of Shanghai Metro Line 11 that crosses Shanghai and Kunshan City, and combined with practical work experience, the current situation of operational management is analyzed from six aspects: standard execution, passenger transportation management, ticketing management, train operation management, facility and equipment management, and safety management. Based on the actual situation of the Huaqiao section, the advantages of cross\|regional operation are analyzed. However, there are also problems in the management system, such as unsound management system, unclear allocation of responsibilities, and loose cooperation between the two areas in cross\|regional operation. From the perspective of governmental supervision, suggestions are put forward, including providing institutional guarantees, clarifying responsibilities, strengthening cross\|regional cooperation, and enhancing professional supervision of rail transit enterprises. Result &Conclusion: In the cross\|regional operation management of urban rail transit, there are many challenges such as dual supervision of different administrative regions, dual management of different operating companies, and slightly different local standards and corporate standards, etc. In order to improve the operation and management level of cross\|regional urban rail transit, the supervisory departments and operating companies in both regions should be closely connected, strengthen their cooperation, define clearly responsibilities at the connection points, and unify the implementation standards in both regions to avoid conflicts.
