Research on “Phased Land Market-Entry” Mode for the Comprehensive Development of Beijing Rail Transit Station and Depot

    目的 北京市通过轨道交通场站用地综合开发反哺轨道交通建设,实现轨道交通良性发展。为了进一步提高一体化工作效率、加强用地开发实施与轨道交通建设匹配度、缩短项目周期并快速回笼资金,创新提出“期地入市”模式。北京东坝车辆段综合利用和朝阳站南侧用地一体化项目以期地成功入市,是土地供应机制的一大创新。对“期地入市”模式的关键要点和操作流程进行研究。
    方法 以北京东坝车辆段综合利用和朝阳站南侧用地一体化项目为依托,分析了土地综合开发供应历程和综合开发模式。将“期地入市”模式统筹要点作为切入点,重点研究了立项、成本分摊、分层确权、供地条件、土地价款等内容。提出了“期地入市”流程和该模式的优势和存在问题。
    结果及结论 “期地入市”是一项系统性工程。通过对规划要点和模式研究,自下而上梳理出从一体化方案立项到土地入市的审批流程、各单位的主要工作职责以及各环节的工作要点。“期地入市”对一体化方案实施落地、缩短开发周期、提前实现资金循环使用极具优势,但也给政府和土地竞得人带来不同的资金压力。

     

    Abstract:
    Objective Beijing government realizes the virtuous development of rail transit through the comprehensive development of rail transit station and depot lands to subsidize rail transit construction. To further enhance the integrated work efficiency, strengthen the alignment between land development implementation and rail transit construction, shorten project cycles and accelerate capital recovery, an innovative mode of “phased land market-entry” is proposed. The successful application of this mode in the comprehensive utilization project of Beijing Dongba Depot and the integrated development project of the Chaoyang Station south land represents a major innovation in land supply mechanisms. The key aspects and operational processes of the “phased land market-entry” are investigated.
    Method Based on the above comprehensive utilization project and the integrated development project, the evolution of land supply for comprehensive development and the integrated development modes are analyzed. Taking the coordination elements of the "phased land market-entry" mode as a starting point, key aspects such as project approval, cost allocation, stratified ownership confirmation, land supply conditions, and land pricing are examined. The procedures, advantages and challenges of this mode are outlined.
    Result & Conclusion The "phased land market-entry" mode constitutes a systematic undertaking. Through research on planning essentials and mode frameworks, the approval process from integrated project proposal approval to land entry into the market, the primary responsibilities of involved entities, and the critical tasks at each stage are articulated from the bottom-up perspective. The above mode offers significant advantages in implementing integrated plans, shortening development cycles, and enabling early capital recycling. However, it also imposes distinct financial pressures on both the government and land acquirers.
