Integrated Development Approach for Shanghai Multi-Tiered Rail Transit Network

    目的 研究上海都市圈干线铁路、城际铁路、市域(郊)铁路、城市轨道交通融合发展的思路、策略和网络优化。
    方法 基于大城市空间格局演变和交通需求特征,分析都市圈交通需求的一般规律;借鉴巴黎和东京都市圈多层次轨道交通网络融合发展经验,对上海都市圈城市及交通特征进行分析,提出上海多层次轨道交通网络融合发展的思路和建议。
    结果及结论 上海多层次轨道交通网络融合发展思路应以城市空间格局的变化为着眼点、以交通需求为导向,调整优化各层次轨道交通网络布局。具有富余能力的干线铁路可为城际、市域出行需求服务。松江区、嘉定区及相应圈层规划的市域快线,应直接联系新城的核心区和中心城区。取消部分客流效益欠佳、与城市空间发展方向不符的切向市域线。新城内部和邻近新城间,可以通过规划局域线提供有效的服务。原则上,不建议城市轨道交通线路延伸到新城。通过设施预留、共同管理、票制互通等手段,为相互融合提供保障,实现功能最大化。

     

    Abstract:
    Objective The concepts, strategies, and network optimization for the integrated development of trunk railways, intercity railways, city railways, and urban rail transit within Shanghai metropolitan area are investigated.
    Method Based on the evolution of metropolitan spatial patterns and traffic demand characteristics, the general law of traffic demand in metropolitan areas is analyzed. Drawing on the integrated development experiences of multi-tiered rail transit networks in Paris and Tokyo metropolitan areas, the urban and transportation characteristics in Shanghai metropolitan area are analyzed. Subsequently, ideas and recommendations for the integrated development of Shanghai multi-tiered rail transit network are proposed.
    Result & Conclusion The approach for the above integrated development of Shanghai network should focus on adapting to changes in the urban spatial structure and be guided by transportation demand, to adjust and optimize the layout of each-tired rail transit network. Trunk railways with surplus capacity can serve intercity and urban travel demands. Urban rapid lines planned for Songjiang and Jiading districts, and their corresponding spatial circles, should directly connect the new town core areas with the downtown area. Some tangential urban lines with poor passenger flow benefits or inconsistent with urban spatial development directions should be canceled. Local lines can be planned to provide effective services within new towns and between adjacent new towns. In principle, extending urban rail transit lines to new towns is not recommended. Integration should be supported through measures such as reserved infrastructure, co-management, and interoperable fare systems to maximize functional benefits.
