城市轨道交通枢纽地下空间规划管控缺陷分析

Analysis of Planning and Control Defects for Urban Rail Transit Hub Underground Spaces

    目的 为了分析上海、杭州、贵阳、成都及深圳城市轨道交通枢纽的地下空间管控缺陷,探索其规划管控界面存在的问题,有必要分析城市轨道交通枢纽地下空间规划管控的效率和效益。
    方法 以上海、杭州、贵阳、成都及深圳为例,通过专家访谈和现场调研采集相关数据,采用NVivo 11软件对所收集的数据进行扎根理论分析,并研究上述问题的具体表现和成因。
    结果及结论 根据城市轨道交通枢纽地下空间的开发水平,将我国已开发城市轨道交通的城市划分为5个类别。城市轨道交通枢纽地下空间规划管控界面问题主要包括:规划方法局限、资金投入不足、政策支持缺位及租赁出售纠纷。城市轨道交通枢纽地下空间的规划管控需严格遵循综合规划法规体系,建立多元化融资及约束路径。建议从国家层面制定更具体的法律法规,以中央政策为指导,促进地方政府执行,进而推动城市轨道交通枢纽地下空间的协调发展。

     

    Abstract:
    Objective To analyze the planning and control defects for urban rail transit hub underground spaces in Shanghai, Hangzhou, Guiyang, Chengdu, and Shenzhen, explore the problems existing in the planning and control interface, it is necessary to examine the efficiency and effectiveness of planning and control for such underground spaces.
    Method Taking Shanghai, Hangzhou, Guiyang, Chengdu, and Shenzhen as research cases, relevant data are collected through expert interviews and on-site investigations. Grounded theory analysis is conducted on the collected data using NVivo 11 software, and the specific manifestations and causes of the aforementioned problems are studied.
    Result & Conclusion  Based on the development level of the underground space at urban rail transit hubs (hereinafter referred to as “the underground space”), cities with developed urban rail transit in China are divided into 5 categories. The main problems in the planning and control interface of the underground space include: limited planning methods, insufficient capital investment, absent policy support, and disputes over leasing and sales. The planning and control of the underground space must strictly adhere to the comprehensive planning legal system and establish diversified financing and constraint mechanisms. It is suggested that more specific laws and regulations be formulated at the national level, and be promoted by local governments with central policies as the guidance for implementation, thereby advancing the coordinated development of the underground space.
