Abstract:
Objective With the acceleration of regional integration and the deepening of four-network integration, the construction and operation of cross-regional city and intercity railways have been growing. Ticket revenue clearing issues involving multiple operating entities and crossing administrative regions have gradually become prominent and urgently need to be addressed.
Method Based on the practical experience of cross-regional lines already in operation in China, the composition of cross-regional operating costs, the characteristics of ticket revenue clearing rules, and the existing problems are analyzed. In combination with the construction of the Shanghai-Suzhou-Jiaxing Intercity Railway and the operation of the Greater Shanghai Rail Transit Operation Company, the pathway for establishing a cross-regional clearing mechanism is explored.
Result & Conclusion It is proposed to establish a settlement model of 'revenue allocation based on transport capacity and expenditure settlement based on usage fees,' and to construct a multi-level clearing center system to realize data sharing and process standardization, thereby promoting the sustainable development of cross-regional rail transit.
