摘要:
分析了我国城市轨道交通运营服务考核指标和考核标准体系及其存在的不足，总结了我国香港地铁和新加坡公交的运营服务考核的相关经验，结合我国城市轨道交通运营服务相关指标及城市轨道交通PPP(政府和社会资本合作)项目考核标准，提出了与运营补贴挂钩的轨道交通运营绩效考核指标及考核标准，以期为城市轨道交通运营主管部门对城市轨道交通运营企业或PPP项目公司考核提供抓手，敦促企业在保障运营安全的同时不断提升运营服务质量。
Abstracts:
The index and standard for urban rail transit operational service assessment system in China and their insufficient aspects were analyzed. The relevant experiences of operational service assessment from Hong Kong metro and Singapore public transportation were analyzed as well. Combined with the relative index for urban rail transit operational service and assessment standard for urban rail transit PPP (PublicPrivate Partnership) project in our country, the method to connect assessment index and standard for railway operation with operation reimbursement was proposed. It is aimed to provide a reliable reference measure for the urban rail transit operation management department to assess the performance of urban rail transit operation companies or PPP project companies, reminding the companies to continuously improve operational service quality while securing operational safety simultaneously.
