摘要:
梳理了目前城市轨道交通PPP(政府与社会资本合作)项目常用的影子票价补贴模式和运营车公里服务费补贴模式的测算方法,结合相关案例对两种模式的稳定性及适应性进行了分析,并提出了回报机制的设计要点及发展建议。
Abstracts:
The estimation method of two government subsidy modes of shadow fare and operating vehicle service fee by kilometer that are commonly adopted in current urban rail transit PPP (public\|private partnership) projects is sorted. With relevant cases, stability and adaptability of the two modes are analyzed. Key points of return mechanism design and development suggestions are put forward.
